HB 1314 -- Youth Smoking Prevention Commission

Sponsor:  Hoppe

This bill creates the Youth Smoking Prevention Commission.  The
commission will develop a state plan for youth smoking
prevention and award grants based on the plan.

The commission will be made of 17 members:  2 from the House of
Representatives appointed by the Speaker of the House; 2 from
the Senate appointed by the President Pro-Tem; and 13 members
appointed by the Governor from public health agencies, health
professionals, youths, and other individuals with experience or
interest in youth smoking prevention.  Members will serve
without compensation, but will receive reimbursement for
necessary expenses related to membership on the commission.

The bill establishes terms for the individual members, frequency
of meetings, guidelines for developing the state plan, and
specific provisions related to grants to organization who
provide youth smoking prevention programs.

The bill also creates the Missouri Youth Smoking Prevention
Fund.  Moneys appropriated into the fund will be used
exclusively to implement the state plan and to award grants.
