HB 1475 -- Faculty Representatives to University Governing Boards

This bill authorizes a faculty member representative as a
nonvoting member of the governing boards of the University of
Missouri, the 7 regional state colleges and universities, Truman
State University, and Lincoln University. The faculty member
representative to each institution's governing board is
appointed by the Governor, with the advice and consent of the
Senate. The faculty member representative must be a U.S.
citizen, a Missouri resident, and a full-time, tenured member of
the faculty, who is to serve a term of 3 years, but no more than
2 terms. The faculty member representative is authorized to
receive the same reimbursement for expenses as other board
members, to attend all meetings of the board, and to have all of
the powers of the other board members, except the right to vote
on board matters. Provisions for filling faculty member
vacancies are outlined. The board of governors at Truman State
University is increased from 10 to 11 members, to accommodate
the addition of a nonvoting faculty member representative. The
bill also authorizes the student representative to the governing
boards at Truman State University and Lincoln University to
attend all meetings of the board. The student representative at
Lincoln University is to receive the same reimbursement as other
board members. The bill clarifies that the student
representative at Truman State University has all the powers of
other board members except the right to vote on board issues,
and is required to hold all information obtained during a closed
meeting as confidential information; violations of this
confidentiality requirement will result in removal from the
board.
