SPONSOR:  Farnen (Shelton)

COMMITTEE ACTION:  Voted "do pass" by the Committee on Higher
Education by a vote of 16 to 0.

This substitute increases from 100 to 200 the maximum number of
one-year, renewable scholarships available to minority students
to encourage them to enter teaching.  Each scholarship is in the
amount of $2,000; however, for students entering the special
education field, the amount of each scholarship is $3,000.

FISCAL NOTE:  Cost to General Revenue Fund of $203,000 in FY
2001, FY 2002, and FY 2003.

PROPONENTS:  Supporters say that it is important to encourage
minority students to enter the teaching profession.

Testifying for the bill were Representative Shelton; St. Louis
Public Schools; and Associated Students of the University of
Missouri.

OPPONENTS:  There was no opposition voiced to the committee.
