COMMITTEE ACTION: Voted "do pass" by the Committee on
Environment and Energy by a vote of 17 to 0.
This bill requires sellers of motor fuel containing an oxygenate
to notify buyers of the amount and type of oxygenate used.
HCA 1 -- deletes the requirement to notify buyers of the amount
of oxygenate used.
FISCAL NOTE: Estimated Net Effect on Petroleum Inspection Fund
of a cost of $106,996 in FY 2001, an income of $26,283 in FY
2002, and an income of $2,054 in FY 2003.
PROPONENTS: Supporters say that the bill simply requires pump
labeling to inform consumers of the oxygenate content of
gasoline.
Testifying for the bill were Representative Wiggins; and
Missouri Corn Growers Association.
OPPONENTS: Those who oppose the bill say that pump labeling for
the amount of oxygenate in gasoline may be difficult because the
amount may vary from day to day. Further, motorists are not
served by warning labels for substances that do not affect
engine performance.
Testifying against the bill were Missouri Oil Council; and
Missouri Petroleum Marketers and Retailers Association.
