HB 1786 -- Missouri Incentive Award Program for School
Achievement

Co-Sponsors:  Auer, May (108), Hilgemann, Gambaro, Kennedy,
Carter, Dougherty

This bill requires the Department of Elementary and Secondary
Education to develop an incentive award program to provide
additional moneys to schools demonstrating improvement in
academic achievement and effort.  The bill defines meaningful
increases in both school achievement and school effort.
Increases and maintenance of sustained excellence over a 3-year
period entitle a school to a per-student award of $7.50 to $25,
based on a sliding scale to be developed by the department.
Schools must form an improvement committee to determine the uses
of the award money, with the proviso that the award must be
evenly split between cost of instructional programs and spending
on teachers, staff, and administration.  The department has
final approval on award expenditures.
