HB 2135 -- Labor Standards of Apparel Suppliers to State Entities

This bill establishes a 9-member Fair Apparel Manufacturing
Standards Commission within the Office of Administration.  The
bill contains provisions concerning the composition of the
commission; the initial terms, appointment, and reappointment of
the commissioners; the commencement of meetings; and the
reimbursement of expenses for commissioners.

The commission is required to develop a written Code of Conduct
prior to January 1, 2002.  The code will govern the relationship
between the state, manufacturers, and suppliers of any apparel
or accessories for any department, agency, or other entity of
state government.  The bill specifies the items which will be
governed by the code, whether such items are for retail or for
use.

The bill specifies the required components of the code which
include public disclosure of factory locations, work conditions,
and labor standards of all manufacturing entities and
suppliers.  The commission is required to meet and confer with
any interested groups prior to completing the code.  Following
the completion of the code, the commission is required to submit
the code and any written explanation or other supplemental
information to the Governor, the Speaker of the House of
Representatives, and the President Pro Tem of the Senate.

The bill also requires all 4 year colleges and universities in
Missouri to develop a written Code of Conduct which will govern
the relationship between the college or university and the
college or university's manufacturers or suppliers of any
apparel or accessories.  The bill specifies the required
components of the code which include the public disclosure of
factory locations, work conditions, and labor standards of all
manufacturing entities and suppliers.

Colleges and universities are required to meet and confer with
its student governing body and with other interested student
groups prior to the completion of the code.  Following the
completion of the code, every college and university is required
to issue the written code, any written explanation, and other
supplemental information the college or university deems
necessary to the Governor, the Speaker, and the President Pro
Tem.
