HJR 44 -- Forfeiture Proceeds Sponsor: Hosmer This proposed constitutional amendment requires penal law forfeitures to be remitted to the state treasurer, who would give 50% of the amount to the state school moneys fund and 50% to a newly-created state forfeitures fund.
