HJR 59 -- Excess State Revenue Sponsor: Gratz This proposed constitutional amendment requires that, in fiscal years 2002 to 2006, when total state revenue exceeds the revenue limit established under Article X, Section 18, of the Constitution, excess revenues will be used for highway and bridge maintenance and construction.
