AN ACT
To amend chapter 610, RSMo, by adding thereto one new section relating to access to student records.
Section A. Chapter 610, RSMo, is amended by adding thereto one new section, to be known as section 610.033, to read as follows:
610.033. In addition to the requirements established pursuant to the federal Family Educational Rights and
Privacy Act, an institution of higher education shall not disclose, to a parent or guardian of a student, any
information regarding any violation of any federal, state or local law or rule or any rule or policy of such
institution, governing the use or possession of alcohol or a controlled substance, regardless of whether that
information is contained in the student's education records, if the student is at least eighteen years of age. Any
student may waive the right granted in this section by signing a consent form for such disclosures with the
institution at which he or she is enrolled, at the beginning of each academic year.
