JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment repealing section 17 of article I of the Constitution of Missouri, relating to criminal prosecutions and adopting one new section in lieu thereof relating to the same subject.
That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2000, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article I of the Constitution of the state of Missouri:
Section A. Section 17, article I, Constitution of Missouri, is repealed and one new section adopted in lieu thereof, to be known as section 17, to read as follows:
Section 17. 1. That no person shall be prosecuted criminally for felony or misdemeanor
otherwise than by indictment or information, which shall be concurrent remedies, but this shall not be applied to cases arising in the land or naval forces or in the militia when in actual service in time of war or public danger, nor to prevent arrests and preliminary examination in any criminal case.
2. Nothing contained in subsection 1 of this section or section 18(a) of this article shall be construed to prohibit
evidence that the defendant has committed other charged or uncharged crimes, provided that such evidence is
otherwise admissible under rule of law.
