The Subcommittee to Evaluate Duties of Commercial Vehicle Enforcement Officers

Public Safety and Law Enforcement Standing Committee

Based on the testimony heard and reviewed, the subcommittee makes the following determinations concerning commercial vehicle enforcement officers (CVOs):

CVOs fulfill a valuable function in promoting highway safety throughout the state;

CVOs do not have a sufficient range of powers and duties to appropriately enforce highway safety; and

Reforms to the Division of Commercial Vehicle Enforcement are necessary to make the it more accessible and efficient.

The subcommittee makes the following recommendations:

Expand the duties of CVOs in conjunction with developing a new set of training requirements;

Develop an "intelligent" commercial vehicle enforcement system, based on utilization of new technologies, consolidation of paperwork and centralization of data; and

Mandate that the director of the Commercial Vehicle Enforcement Division be a CVO.
