HB 236 -- JUVENILE INFORMATION SYSTEM SPONSOR: Smith COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Civil and Administrative Law by a vote of 8 to 0. This bill establishes the Juvenile Information Governance Commission, which will recommend and authorize information to be shared between executive agencies and juvenile and family divisions of the circuit courts. The commission will be composed of the directors of the departments of Mental Health, Health, and Social Services; the directors of the divisions of Family Services and Youth Services; the Commissioner of Education; the State Courts Administrator (as chairman); the Superintendent of the Highway Patrol; the Chief Information Officer of the Office of Information Technology of the Office of Administration; 2 juvenile court judges; and 2 juvenile officers. FISCAL NOTE: No impact on state funds. Costs are dependent upon actions of the Juvenile Information Governance Commission. PROPONENTS: Supporters say that the bill merely formalizes the group of officials from several departments who have been meeting informally since 1998 in an effort to coordinate how juvenile records are handled between agencies. Testifying for the bill were Representative Smith; and Office of State Courts Administrator. OPPONENTS: There was no opposition voiced to the committee.
