HB 288 -- DESIGN-BUILD CONTRACTORS

COMMITTEE ACTION: Voted "do pass by consent" by the Committee
on Professional Registration and Licensing by a vote of 15 to 0.
This bill requires design-build contractors to hold a
certificate of authority to practice by the State Board of
Architects, Professional Engineers, and Land Surveyors. A
design-build contractor is any person, corporation, or entity
that furnishes architecture, engineering, or surveying services
and construction services either directly or by subcontractors.
The bill exempts a design-build contractor contracting for
public construction projects from certification if the
contractor provides architectural, engineering, or surveying
services through subcontractors which hold certificates of
authority to practice.
FISCAL NOTE: No impact on state funds.
PROPONENTS: Supporters say that this bill allows these
contractors to design and build directly or through
subcontractors. This is becoming a common practice throughout
the country.
Testifying for the bill were Representative Campbell; Missouri
Design-Builders Association; Mike Nolte; and Missouri Builders
Association.
OPPONENTS: There was no opposition voiced to the committee.
