HB 296 -- PUBLIC WATER SYSTEMS CO-SPONSORS: Kennedy, Hegeman COMMITTEE ACTION: Voted "do pass" by the Committee on Environment and Energy by a vote of 12 to 2. This bill requires the Department of Natural Resources to request proposals for contracts to provide training and technical assistance to small public water systems. The Safe Drinking Water Commission will establish procedures to review proposals and award contracts. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that training and technical assistance is needed for system operators to meet new federal requirements. Personnel of small water systems would rather work with a contractor than a regulatory agency. Testifying for the bill were Representatives Kennedy and Hegeman; Missouri Rural Water Association; Macon County Public Water District; and Boone County Consolidated Public Water District No. 1. OPPONENTS: Those who oppose the bill say that management of specific funding should be considered during the appropriations process and not enacted in statute.
