HB 603 -- ALZHEIMER'S DISEASE AND RELATED CONDITIONS CO-SPONSORS: Hilgemann, Berkowitz, Kelly (27), Lawson, Hosmer, Coleman, Johnson (61) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Social Services, Medicaid and the Elderly by a vote of 10 to 0. This bill designates the first Tuesday in March as Alzheimer's Awareness Day, to be proclaimed by the Governor and recommended to be observed through activities to increase awareness of Alzheimer's disease and related dementias. Within the duties of the Division of Aging, the existing requirement to maintain a clearinghouse for information of interest to elderly people is expanded to include provision of up-to-date technical assistance and specifically mentions the needs and interests of those with Alzheimer's disease. The information is to be maintained and provided in consultation with agencies and institutions of higher education with expertise in dementia care. By January 1, 2002, the division must establish minimum dementia-specific training requirements for employees delivering care to persons with Alzheimer's disease or related conditions in skilled nursing facilities, intermediate care facilities, residential care facilities, in-home care, adult daycare, independent contractors providing direct care, hospices, and the division. The bill details the content of the training. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the bill would increase awareness of Alzheimer's Disease. It would also address the need for training for people involved in dementia care. Caring for Alzheimer's patients and other dementia patients is difficult. Often caregivers at care facilities may mean well, but do not have knowledge about the proper way to deal with Alzheimer's and dementia patients. Testifying for the bill were Representatives Hilgemann and Berkowitz; American Red Cross, St. Louis Area Chapter; Missouri Alzheimer's Association; Alzheimer's Association; and Missouri Alliance for Home Care.
