HB 621, HCA 1 -- MISSOURI STATE PENITENTIARY REDEVELOPMENT COMMISSION CO-SPONSORS: Gratz, Vogel COMMITTEE ACTION: Voted "do pass" by the Committee on Correctional and State Institutions by a vote of 12 to 1. This bill establishes the Missouri State Penitentiary Redevelopment Commission. The commission will acquire title to the property known as the Missouri State Penitentiary and adopt a master plan for historical redevelopment of the property. The bill contains provisions regarding the makeup of the commission, the leasing and selling of the property, contracting with political subdivisions, receiving of proceeds from lawful activities, and the disbursement of and investing of funds. The bill further creates within the state treasury the Missouri State Penitentiary Redevelopment Fund. Money in the fund will be used solely for the purposes established by the commission. HCA 1 -- Allows elected officials to be appointed to the commission. FISCAL NOTE: Estimated Net Cost to General Revenue Fund of $8,333 in FY 2002, $10,300 in FY 2003, and $10,609 in FY 2004. PROPONENTS: Supporters say that the bill is needed to set up the commission to redevelop the Missouri State Penitentiary and a large portion of property surrounding it. In a few years, the penitentiary will close, and there are 142 acres that need to be redeveloped. In the past, the state has usually abandoned vacated property, and this gives the state and the community the opportunity to make good use of this property. The bill allows the commission to create a master plan for the use of this historic property. Testifying for the bill were Representatives Gratz and Vogel; and Office of Administration.
