HB 626 -- MARRIAGE LICENSES SPONSOR: Hosmer COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Civil and Administrative Law by a vote of 13 to 0. This bill clarifies that persons who do not have Social Security numbers may still apply for and receive marriage licenses as long as they sign statements that they do not have Social Security numbers. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the bill corrects a law enacted in 1998 that requires Social Security numbers to be provided when applying for a marriage license. This has proven to be a bar to marriage, as some people, including the Amish and many immigrants, do not have a Social Security number.
