HB 679 -- STATE EMPLOYEE LEAVE OF ABSENCE FOR ORGAN DONATION SPONSOR: Boykins COMMITTEE ACTION: Voted "do pass" by the Committee on Labor by a vote of 14 to 0. This bill requires that any employee of the State of Missouri be granted a leave of absence of 5 working days for a bone marrow donation and 30 working days for a human organ donation. The employee is to receive his or her base pay during the leave of absence and is not to be penalized for obtaining leave. FISCAL NOTE: Estimated Net Cost to Various State Funds of $0 to $42,815 in FY 2002, $0 to $51,377 in FY 2003, and $0 to $51,377 in FY 2003. PROPONENTS: Supporters say that the bill would guarantee job security to organ donors, thus encouraging donation. Supporters also state that the bill would provide the additional benefit of using the share leave program, which has been effective in several state agencies, so that donors could receive pay in the event that their existing leave time has already been expended. Testifying for the bill were Representative Boykins; Becky Cantrell; Billie Van Slyke; National Kidney Foundation; and Missouri Kidney Program.
