Summary of the Committee Version of the Bill

HB 699 -- MUNICIPAL BUSINESS DISTRICTS

CO-SPONSORS:  Hilgemann, Villa, Shelton, Rizzo, O'Toole,
Coleman, Bowman, Gambaro

COMMITTEE ACTION:  Voted "do pass" by the Committee on Municipal
Corporations by a vote of 8 to 3.

This bill removes the requirement that notices of hearings on
establishing, enlarging, or decreasing a special business
district be mailed by registered or certified mail with return
receipt attached.  It allows the notices to be sent by regular
mail.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that the continued use of registered
or certified mail to notify owners of real property and licensed
businesses of the establishment, enlargement, or decreasing of a
special business district area is becoming cost prohibitive.
Use of registered or certified mail is no guarantee of the
required notification, since such mail has been refused and
returned to the sender.

Testifying for the bill was Representative Hilgemann.

OPPONENTS:  There was no opposition voiced to the committee.
