HCS HB 921 -- STATE PAYROLL CHECKS SPONSOR: Smith (Curls) COMMITTEE ACTION: Voted "do pass" by the Committee on Civil and Administrative Law by a vote of 12 to 1. This substitute requires banks, savings and loans, and credit unions to cash state payroll checks, whether or not the employee has an account there. When the employee does not have an account, the institution may charge a check cashing fee of up to $5. Institutions that violate the provisions of the substitute would be subject to administrative penalties of up to $5,000 per violation. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that some state employees do not make enough money to maintain a bank account. Some banks do not cash payroll checks unless the person has an account with that bank. It is unfair to make people go to a check cashing place to cash their paychecks. Testifying for the bill was Representative Curls. OPPONENTS: There was no opposition voiced to the committee.
