HB 112 -- St. Louis City School Board

This bill revises certain qualifications and procedures for
election to the school board in the St. Louis City School
District.  Residency in the subdistrict from which a member is
elected is required.  The bill clarifies that a qualified
resident of the subdistrict will be appointed by the mayor to
fill any vacancy.  The bill establishes that the election
scheduled for 2001 will fill positions for the even-numbered
subdistricts and the 2003 election will fill positions for odd--
numbered subdistricts.

The bill has an emergency clause.
