HB 499 -- Regulation of Natural Gas Suppliers

This bill requires any entity supplying natural gas to gas
corporations regulated by the Public Service Commission to be
certified by the commission as an authorized natural gas
supplier before January 1, 2002, or before its initial sale of
natural gas to a Missouri gas corporation, whichever is later.
To be certified, suppliers:

(1)  Must agree to submit documentation itemizing costs, profit
percentages, or other uses of the money paid to the supplier by
the natural gas corporation.  Documentation for the prior
calendar year must be submitted by March 1 of the following
year; and

(2)  Beginning with reports on March 1, 2003, must not have
earned a profit percentage on natural gas sales to Missouri gas
corporations that exceeds the maximum profit percentage allowed
by the commission.  If the supplier violates this provision, the
commission will put the supplier on probationary status for the
following calendar year.  A violation the following calendar
year will result in certificate revocation.

The bill also requires the commission to develop certification
standards by December 1, 2001.
