HB 535 -- Foreign Language Instruction in Elementary School

This bill requires that every public school elementary student
receive foreign language instruction, except (1)  students in a
special school district or who have learning or reading
disabilities; (2)  those for whom English is a second language;
and (3)  others who should be exempt, as determined by rule of
the State Board of Education.  The board will set minimum
standards for this instruction, and school districts may exceed
the minimum.
