Summary of the Introduced Bill

HB 573 -- Missouri Commission on Total Compensation

This bill creates the Missouri Commission on Total
Compensation.  The commission is to consist of 13 members,
including:  the Executive Director of the Missouri State
Employees Retirement System, the Executive Director of the
Missouri Highway Employees and Highway Patrol Retirement System,
the Executive Director of the Missouri Consolidated Health Care
Plan, the Commissioner of Administration, the Director of the
Personnel Division of the Office of Administration, one member
of the Senate majority party and one member of the Senate
minority party appointed by the President Pro Tem of the Senate,
one member of the House majority party and one member of the
House minority party appointed by the Speaker of the House of
Representatives, and 4 members appointed by the Governor with
the advice and consent of the Senate.  Of the 4 members
appointed by the Governor, one is to be an employee of the state
from an employment representative organization, 2 are to be non--
management state employees, and one is to be a state retiree.

The commission is to evaluate and recommend courses of action
based on compensation, benefits, retention, and recruitment
related issues.  Before each October 1, the commission is to
recommend options to the Governor on budget allocations for
personnel service resources, including a pay plan, retirement,
and health care, that appropriately balance the total
compensation package for state workers.

The commission is to provide a report annually to the Governor
and the General Assembly on its activities.

Term length for the various commission members, meeting
requirements, and officer elections are provided in the bill.
