HB 651 -- Parental Liability for Minors

Under current law, parents may be held financially responsible
for certain acts of their children who are under the age of 18
years, including defacing state facilities (Section 8.150,
RSMo), offenses for which juvenile courts have jurisdiction
(Section 211.185), and property damage and personal injury
(Section 537.045). This bill eliminates parental liability for
these acts when committed by emancipated minors who are 17 years
old.
