Summary of the Introduced Bill

HB 683 -- Consumer and Credit Protections for Postsecondary
Students

Co-Sponsors:  Boykins, Barry, Johnson (61), Curls, Coleman,
Cunningham

This bill requires public institutions of higher education to
permit students to opt out of receiving solicitations based on
the student's inclusion in any student or campus directory and
to opt out of being included in the directories.  Institutions
must adopt and enforce policies on solicitation and marketing of
commercial and noncommercial services to students, faculty,
alumni, and guest members; and the Coordinating Board for Higher
Education may adopt rules establishing minimum standards for
institutional policies.  Institutions may limit the number and
frequency of solicitations on campus.  The bill directs the
Coordinating Board for Higher Education to adopt policies to
disseminate information on the responsible use of credit to all
public institutions of higher education.  The bill details what
the minimum policies will include.  Any public institution of
higher education that receives moneys from the distribution or
use of credit cards to its students or bearing its name or logo
must report annually to the Coordinating Board the moneys
received and how they were expended and must use at least half
of the moneys for individualized credit counseling programs.
