Summary of the Introduced Bill

HB 807 -- Prescription Drugs

Co-Sponsors:  Naeger, Secrest, Reinhart, Shields, Hanaway,
Luetkemeyer, Dolan, Reid

This bill establishes a Pharmacy Assistance Program and
guidelines for participation in the program.  Individuals are
eligible for the program if they are eligible for Medicare, have
a household income that is 300% of the federal poverty level,
and do not have supplemental insurance that covers the cost of
prescription drugs.  The bill establishes a formula for
determining the discount on prescription drugs for program
participants.

The bill also provides for Missouri's participation in the
national rebate program for states that establish a pharmacy
discount program, and it sets guidelines for the distribution of
the rebate.  It also establishes a system to be used by
pharmacies to submit claims for reimbursement by the state.

The bill requires that a survey be completed every 2 years to
determine the average cost of filling a prescription in
Missouri.  This information is to be used in determining the
reimbursement rate.

The bill contains an emergency clause.
