HB 826 -- Emergency Telephone Service

Sponsor:  Mays (50)

This bill authorizes any county and St. Louis City to impose a
fee of up to 50 cents per wireless telephone number per month,
subject to voter approval.  Wireless service providers will
collect the fee from wireless service customers and remit the
moneys, minus 2% for administrative costs, to the appropriate
county collector.  The funds will be used solely for:

(1)  Reimbursement of actual expenditures for implementation of
wireless enhanced 911 service by wireless service providers;

(2)  Actual expenditures for the implementation and upgrading of
any system to determine the location at which 911 calls are
initially answered; and

(3)  Expansion or upgrading of existing 911 facilities and
service.

Wireless providers have no civil or criminal liability for acts
or omissions in providing 911 or other emergency telephone
service or for the release of wireless telephone subscriber
information to any governmental entity, except in the case of
gross negligence, recklessness, or intentional misconduct.
