HB 912 -- Abandoned Vehicles

This bill establishes a process by which land owners may secure
title to vehicles, vessels, watercraft, or outboard motors found
abandoned on their land.  The bill requires law enforcement to
determine whether the item has been reported stolen or if it is
subject to any liens.  The application for title must be
accompanied by a copy of a certified mail receipt of the notice
provided to any lienholders.  Vehicles must be inspected and the
inspection report included with the application for title.  Upon
receiving an application for title, the Department of Revenue
must perform a record search to verify the name and address of
any owners and lienholders and, if evidence suggests, inquire of
another state about the vehicle's owners and lienholders.
Owners and lienholders have 30 days upon receipt of the notice
to protest the application and file a petition to recover the
vehicle.  The department may issue titles noting whether or not
a vehicle was in a salvaged or rebuilt condition.
