HB 976 -- Failure to Confine Dogs

This bill creates the crime of failure to confine a dog, a class
C misdemeanor. The crime is committed when an owner does not
prevent his or her dog from running freely outside the owner's
property. The owner may raise either of 2 affirmative defenses
in a prosecution under the bill: (1) permission of the person
on whose property the dog was loose; or (2) the making of a
reasonable attempt to confine the dog, where the owner was
unaware that his or her attempt at confinement was unsuccessful.
