HJR 16 -- Distribution of Highway Funds

Co-Sponsors:  Reid, Crawford, Moore, Cooper

Currently, half of the proceeds from the state sales tax on all
motor vehicles, trailers, motorcycles, mopeds, and
motortricycles are dedicated for highway and transportation
use.  This proposed constitutional amendment requires that
three-fourths of the proceeds from the state sales tax on all
motor vehicles, trailers, motorcycles, mopeds, and
motortricycles be dedicated for highway and transportation use
and one-fourth be dedicated for school use and distributed to
the School District Trust Fund.

The increase in the portion of the motor vehicle sales tax
revenue that will go to transportation under the amendment will
not be subject to the provision requiring any increases in state
license fees and motor vehicle taxes over and above those in
effect in January 1, 1980, to be distributed 10% to counties,
15% to cities, and 75% to the State Road Fund.
