Summary of the Truly Agreed Version of the Bill

HCS HB 207 -- VETERANS' PROGRAMS

This bill allocates a portion of the Veterans' Commission
Capital Improvements Trust Fund for the issuance of $750,000
annually in matching fund grants for veterans' service officer
programs.  The funds may be issued to any federally chartered
veterans' organization or municipal government agency that is
certified by the Veterans Administration to process claims
within the administration system.  Any organization receiving
funds must have maintained a veterans' service officer presence
within the state for 3 years preceding the issuance of grants.
The bill allows money in the Veterans' Commission Capital
Improvements Trust Fund to be used to pay for expenses of
providing medallions and certificates in recognition of World
War II service and expenses for buglers at veteran funerals.  It
also transfers a total of $10 million to Kansas City for
purposes of construction and renovation of the Liberty Memorial.

The bill allows nonprofit organizations to regain titles to
vehicles donated to assist veterans if they donate newer or
superior vehicles of the same type to replace the old vehicles.

The bill contains an emergency clause.
