AN ACT
To amend chapter 163, RSMo, relating to state aid for education by adding thereto one new section for the sole purpose of determining the method of calculating increases to available per-pupil funding based on growth in the guaranteed tax base.
Section A. Chapter 163, RSMo, is amended by adding thereto one new section, to be known as section 163.044, to read as follows:
163.044. Notwithstanding any other provision of this chapter to the contrary, when the proration factor in the foundation formula set out in section
163.031 is no less than 1.0, the percentage increase in the amount of state school aid per eligible pupil compared to the previous year shall be no less than
the previous year's percentage growth in the guaranteed tax base. If the proration factor is less than 1.0, then the amount per eligible pupil shall be no
less than the prior year's amount per eligible pupil. For purposes of the calculations described in this section, the initial "previous year" shall be the
2000-2001 school year.
