AN ACT
To amend chapter 304, RSMo, by adding thereto one new section relating to aggressive driving, with penalty provisions.
Section A. Chapter 304, RSMo, is amended by adding thereto one new section, to be known as section 304.675, to read as follows:
304.675. 1. No operator of a motor vehicle shall knowingly harass or alarm another person who is inside a motor vehicle by:
(1) Increasing or decreasing the speed of the operator's motor vehicle;
(2) Changing lanes;
(3) Following the other person's motor vehicle more closely than is reasonable and prudent under the totality of the circumstances;
(4) Impeding or obstructing the operation of the other person's motor vehicle; or
(5) Operating the motor vehicle in a manner that endangers or would be likely to endanger any person or property.
2. Any person who violates subsection 1 of this section is guilty of a class A misdemeanor.
3. Any person who violates subsection 1 of this section, and an accident occurs where any person is seriously
physically injured or killed, is guilty of a class D felony and such person's driving privileges shall be revoked for one
year and shall not be reinstated until the person has attended a driving school approved by the department of
revenue.
