HB 1091 -- OVERTIME COMPENSATION SPONSOR: Reynolds COMMITTEE ACTION: Voted "do pass" by the Committee on Labor by a vote of 11 to 4. Current law states that employees of certain amusement parks cannot receive overtime pay until they work 52 hours in one week. This bill repeals this requirement, allowing these employees to be subject to the general requirement that overtime be paid for hours worked in excess of 40 per week. FISCAL NOTE: Cost to State Fair Fee Fund of $0 in FY 2003, $0 to $84,465 in FY 2004, and $0 to $86,576 in FY 2005. PROPONENTS: Supporters say that the bill is needed and long overdue to treat all workers fairly, particularly young people who work at amusement parks. Testifying for the bill were Representative Reynolds; and Missouri AFL-CIO. OPPONENTS: Those who oppose the bill say that these jobs are typically seasonal jobs, and 90% of employees who would be affected are college students. Companies would be required to hire more people, and the bill would hurt Missouri tourism. Testifying against the bill were Worlds of Fun; Oceans of Fun; and Six Flags, St. Louis.
