HB 1674 -- ADMINISTRATIVE RULES FOR PUBLIC RETIREMENT PLANS CO-SPONSORS: O'Toole, Dempsey COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Retirement by a vote of 11 to 0. This bill requires public employee retirement plans to furnish a copy of a proposed rule to the Joint Committee on Public Employee Retirement. Plans that file rules with the Secretary of State must furnish a copy to the committee prior to or concurrent with their filing with the Secretary of State. Plans that are not required to file with the Secretary of State must furnish a copy to the committee within 10 days of promulgating the rule. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the bill will help the Joint Committee on Retirement and the Legislature keep up with changes in retirement systems. Some rule changes in retirement systems would take several months to make it to the Joint Committee on Retirement. It is difficult to give advice to retirement systems when you have no knowledge of rule changes. Testifying for the bill were Representatives O'Toole and Dempsey.
