HB 1973 -- ECONOMICS AND PERSONAL FINANCE EDUCATION SPONSOR: Bowman COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Education-Elementary and Secondary by a vote of 21 to 0. This bill directs the Department of Elementary and Secondary Education to conduct a study of economics and personal finance education and submit it to the General Assembly by January 1, 2003. The study must contain recommendations on several topics, among which are in-service training methods for teachers on economics and personal finance, integration of the subjects into the statewide assessments, and requirements for a capstone high school course in economics and personal finance. No state moneys are to be used in funding the study. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the rate of bankruptcies is going up and the savings rate is going down. Young adults are particularly vulnerable when they become eligible for credit cards. Testifying for the bill were Representative Bowman; Missouri Bankers Association; and Missouri Chamber of Commerce. OPPONENTS: There was no opposition voiced to the committee.
