HJR 35 -- QUESTIONS TO THE GOVERNOR SPONSOR: Farnen COMMITTEE ACTION: Voted "do pass" by the Committee on Miscellaneous Bills and Resolutions by a vote of 9 to 0. This proposed constitutional amendment requires the Governor to appear before the House of Representatives at least once a month during every regular session to reply to questions by members of the House relating to executive branch policies and the general state of government. The proposed amendment also specifies procedures for the questions to the Governor. FISCAL NOTE: Cost to General Revenue Fund of $43,800 in FY 2003, $0 in FY 2004, and $0 in FY 2005. PROPONENTS: Supporters say that this would give the legislature an opportunity to emphasize its legislative priorities, improve the balance of power of the legislature with the executive branch, and get media coverage. The idea is modeled loosely on the English Parliament and has precedent in the State of the State address. Testifying for the bill was Representative Farnen.
