SCS SB 1132 -- CITY OF ST. LOUIS RECORDER OF DEEDS

COMMITTEE ACTION: Voted "do pass by consent" by the Committee on
Municipal Corporations by a vote of 11 to 0.
This substitute requires the State Registrar to appoint the
Recorder of Deeds as the local registrar for the City of St.
Louis.
The substitute also allows a local registrar, subject to the
approval of the State Registrar, to appoint deputies to complete
some or all of the duties of a local registrar.
FISCAL NOTE: No impact on state funds.
PROPONENTS: Supporters say that the substitute promotes improved
local government service delivery by consolidating the functions
of the Office of the Local Registrar under the Office of the
Recorder of Deeds for the City of St. Louis. The consolidation
would result in the establishment of a centralized office where
vital statistics and records can be accessed by citizens of the
City of St. Louis. The consolidation would save the city
$250,000 annually. The substitute would not result in the loss
of employment for local government employees affected by the
consolidation.
Testifying for the bill were Senator Kennedy; and City of St.
Louis. Written testimony in support of the substitute was also
submitted to the committee.
OPPONENTS: There was no opposition voiced to the committee.
