SCS SB 1163 -- AIR EMISSIONS BANKING AND TRADING

SPONSOR:  Steelman (Ransdall)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Environment and Energy by a vote of 15 to 0.

This substitute clarifies that air emission reduction credits in
the current air emissions bank may be traded.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that this technical change is
necessary to make the air emissions banking and trading program
fully usable.

Testifying for the bill were Senator Steelman; Associated
Industries of Missouri; and Missouri Chamber of Commerce.

OPPONENTS:  There was no opposition voiced to the committee.
