Summary of the House Committee Version of the Bill

SCS SB 1182 -- INACTIVE LICENSE AND COLLABORATIVE PRACTICE

SPONSOR:  Singleton (Barry)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Professional Registration and Licensing by a vote of 14 to 0.

This substitute allows persons licensed by the State Board of
Registration for the Healing Arts to apply for an inactive
license.  Persons holding inactive licenses may not practice
their profession or prescribe controlled substances.  The
substitute waives continuing education requirements for persons
holding inactive licenses.  Persons holding an inactive license
may treat themselves or their immediate family.

The substitute also gives the board the authority to discipline
physicians who are supervising nurse practitioners without first
entering into a collaborative practice agreement.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that most professions offer inactive
licenses.  The substitute allows those licensees under the State
Board of Registration for the Healing Arts to gain inactive
status if they wish to do so.  Many physicians and nurse
practitioners are in collaborative practice and don't even know
it.  The substitute gives the board the authority to take action
against physicians supervising practitioners without entering
into an agreement.

Testifying for the bill were Senator Singleton; State Board of
Registration for the Healing Arts; and Missouri Nurses
Association.

OPPONENTS:  There was no opposition voiced to the committee.
