HB 1316 -- Damage Claims

This bill adds economic loss to the damages that may be awarded
in claims arising from the defective design or construction of an
improvement to real property.  The bill also starts the 10-year
limitation period when the improvement is "substantially
completed," rather than when "completed."  An improvement is
substantially completed when it can be occupied or used in the
manner for which it was intended.
