HB 1522 -- Higher Education Funding

This bill requires that any increase in appropriations for higher
education institutions be based only on the institution's
enrollment and adjustments for inflation.  Any increases in
appropriations, except for inflation adjustments, will be
dependent upon full funding for the A+ schools program and the
"Challenge Scholarship," which the bill creates.  Challenge
scholarships will begin in calendar year 2003.  The bill defines
which institutions may participate and sets criteria for student
eligibility.  Among other criteria, eligible students must be
enrolled in, but not have completed, 60 credit hours.  Students
who receive A+ scholarships are not eligible for a challenge
scholarship.  The Coordinating Board for Higher Education will
establish a payment procedure to eligible institutions for the
cost of tuition, books, and fees for these students.
