HB 2138 -- Department of Transportation Sponsor: Kelly (27) This bill reorganizes the Highways and Transportation Commission by establishing a 10-member commission, one from each highway district. Commissioners currently serving on the commission will complete their scheduled term. After January 1, 2003, the Governor will appoint the first new commissioner which will be from the St. Joseph highway district. The Governor will appoint the additional four members to complete the transition. These members will be from the Jefferson City, Kansas City, Chesterfield, and Springfield districts. As the current members' terms expire, the new replacement members will be appointed from the following highway districts: Sikeston, Macon, Hannibal, Joplin, and Willow Springs. The bill requires the Governor to appoint the Director of the Department of Transportation. The bill also establishes a Missouri Highways and Transportation Commission's Advisory Committee to be appointed by the Governor, consisting of three members from each highway district. The bill spells out the initial appointment procedure, the procedure when vacancies occur, terms of office, and duties of the committee.
