HJR 39 -- State Board of Education

This proposed constitutional amendment changes the State Board of
Education from an appointed to an elected basis.  Instead of the
current eight members, a member would be elected from each of the
state's nine congressional districts.  Terms are reduced from
eight to four years, and the prohibition on more than four
members being of the same political party is removed.  Transition
provisions are included, as well as the method for filling
vacancies.
