HJR 45 -- Gubernatorial Appointments

This proposed constitutional amendment removes from the
constitution the Highways and Transportation Commission,
Conservation Commission, Labor and Industrial Relations
Commission, Coordinating Board for Higher Education, State Board
of Education, and Mental Health Commission.  Their functions are
assigned to the respective departments or department directors
currently under commission or board direction.  The Commissioner
of Administration is renamed the Director of Administration.
