AN ACT
To appropriate money for expenses, grants, refunds, distributions and other purposes for the several departments of state government and the divisions and programs thereof to be expended only as provided in Article IV, Section 28 of the Constitution of Missouri, from the funds designated herein.
There is appropriated out of the State Treasury, to be expended only as provided in
Article IV, Section 28, of the Constitution of Missouri for the agency, program, and purpose
stated, chargeable to the fund designated, for the period beginning July 1, 2002 and ending June
30, 2003 the unexpended balances as of June 30, 2002 but not to exceed the amounts stated
herein, as follows:

Section 21.160. To the Department of Social Services
For community grants to improve early child care opportunities $901,690
For funding improvement to the quality of early childhood and youth development care and education. It is designed to bridge the gap and calls for coordination with Head Start, Parents As Teachers, and Early Head Start and other such programs. These grants will be awarded to communities to target "at-risk" and minorities populations. A contracting relationship shall be established with a community based not-for-profit organization to help identify families in the six-county area that have children ages three to five that need more intensive support. Said community based not-for-profit shall be exempt from taxation pursuant to Section 501 (c)(3) of the Internal Revenue Code, chartered by a national body, certified as an MBE corporation, and based in the target area served. Funding shall accurately reflect additional transportation costs involved in identifying targeted families for recruitment who live in sparsely populated rural communities in the six-county area
