AN ACT
To amend chapter 105, RSMo, by adding thereto one new section relating to lobbyists, with penalty provisions and with an emergency clause.
Section A. Chapter 105, RSMo, is amended by adding thereto one new section, to be known as section 105.474, to read as follows:
105.474. 1. The Missouri ethics commission shall design and issue lobbyist identification badges, which shall be worn by each lobbyist, as defined in section 105.470, at any time when such lobbyist is in or at the state capitol building. The Missouri ethics commission shall design such identification badges in accordance with specifications from the office of administration. Such lobbyist identification badges shall be in two colors, in a size not smaller than two inches by three inches, shall include an identifying photograph of the lobbyist, the name of the lobbyist, and the current year, and shall be fastened on the outside of the lobbyist's garment with lettering adequate in size and clarity to be readable at a distance of three feet by individuals of normal vision. The commission may charge each lobbyist who is issued an identification badge a reasonable fee not to exceed the cost of making such identification badge.
2. Any lobbyist who fails to wear the identification badge prescribed in this section at any time while such lobbyist is in or at the state capitol building shall be guilty of a class A misdemeanor.
Section B. Because of the need to ensure the safety and security of people visiting or working in the state capitol building,
and because of the need for full disclosure of the identity of anyone involved in the legislative process, section A of this act
is deemed necessary for the immediate preservation of the public health, welfare, peace, and safety, and is hereby declared
to be an emergency act within the meaning of the constitution, and section A of this act shall be in full force and effect
upon its passage and approval.
