Whereas, the State of Missouri benefits from the revenues and economic activity of countless businesses and public utilities that rely on flood control structures to protect individuals and property from the ravages of the Mississippi River; and

Whereas, the State of Missouri benefits from improved public health and quality of life for its citizens due to well-drained land and to provide access to marinas that offer waterborne recreational activities; and

Whereas, the State of Missouri benefits from hundreds of miles of navigable waterways and waterborne commerce on the Mississippi River:

Now, therefore, be it resolved that the members of the House of Representatives of the Ninety-first General Assembly, Second Regular Session, the Senate concurring therein, support the strengthening of flood control structures to a common level of protection to improve the safety and well-being of the state's citizens, wildlife sanctuaries, and economic assets; and

Be it further resolved that the members of the Missouri General Assembly endorse the federally-funded Upper Mississippi River Comprehensive Plan that is to develop recommendations for systemic flood protection and for coordinating the varied uses of the river; and

Be it further resolved that the members of the Missouri General Assembly encourage the modernization of the navigation locks and dams on the Mississippi River to maintain the Midwest's position in global markets and to facilitate movement of energy producing commodities, such as coal and oil; materials that build the foundations of communities, cement; and resources that protect Midwestern communities from extreme weather conditions, such as salt and petroleum; and

Be it further resolved that the Chief Clerk of the Missouri House of Representatives be instructed to prepare properly inscribed copies of this resolution for the President of the United States, the Speaker of the United States House of Representatives, the President of the United States Senate, and each member of the Missouri Congressional delegation.
