JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment amending article IV of the Constitution of Missouri, by adding thereto one new section relating to regular appearances of the governor before the house of representatives.
That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2002, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article IV of the Constitution of the state of Missouri:
Section A. Article IV, Constitution of Missouri, is amended by adding thereto one new section, to be known as section 9(a), to read as follows:
Section 9(a). 1. At least once during each calendar month of each regular session of the general assembly, the governor shall appear before the house of representatives to reply to questions relating to executive branch policies and the general state of government.
2. The questions to the governor shall be asked by members of the house of representatives. Five representatives from the political party with the most members in the house shall ask one question each. Five representatives from the political party with the second most members in the house shall ask one question each. Representatives who are not members of either of the two largest parties in the house shall select one representative to ask one question.
3. In accordance with the rules of the house of representatives, the speaker of the house of representatives, or any other member of the house of representatives designated by the speaker, shall preside over the questioning of the governor.
4. Although the governor shall reply to the questions posed by the members of the house of representatives, the governor may be accompanied by executive department directors, division directors or any other executive department personnel needed to provide supplemental information or responses. The presence of such personnel shall be in accordance with the rules of the house of representatives.
5. The house of representatives shall provide rules to maintain order and decorum during the questioning of the
governor. The presiding officer shall maintain order and decorum during the questioning of the governor in
accordance with the rules of the house of representatives.
